“Copenhagen: it’s up to us (en)”

quinta-feira, 24 de dezembro de 2009

Observing the results from Copenhagen and the reaction of the press and different opinion-makers ATA states the following position:
The difficulty and even the inability of government leaderships to establish a world consensus on the theme, gathered under the decision-making process of the UN, has been confirmed. On the other hand, its relevance was confirmed by all participants in one way or another. Combined, these two vectors lead to a conclusion: COP-15 is turning leadership back to the society, to conduct the transition to a low-carbon economy. Responsibility raises for companies and individuals, and local governments, to proceed with action. After all it its not the Copenhagen summit itself that emits Carbon.
The hopes and pressures from the society, so far concentrated on the COP, turn themselves immediately towards the direct agents of Carbon emissions. The target shifts but the intensity is the same, in our opinion there is no loss of momentum. We will have, more and more, to answer to these fare demands.
It would be better to have in place a big international regulatory system, mainly as far as the security of some mechanisms and tools is concerned. Without it, other existing structures are to fill in the space. We see a growth perspective to the Carbon Voluntary Market, as well as national or regional cap-and-trade initiatives, like in the EU or in the USA. Will we reach a big agreement in the COP-16 in Mexico next year? In may be. But the problem will not wait for it, and in our opinion neither will the society.
Meanwhile, a Copenhagen Accord have been reached. It is a new negotiation track, mainly due to the remarkable participation of the US and China as well. The initiative to go around the hard procedures of the UNFCCC, including the 100% vote needed, and get to a direct agreement between parts is very interesting. A new perspective opens here. It may surprise us.
Brazil played an important role in that accord. It is clear that the Brazilian government wishes to consolidate that leadership. This will be reached through attitudes in the internal field, in order to show the world what the country can do. We will have news around here.
We see clearly a raise in the need for companies to implement good Carbon Management processes, as their responsibility becomes more direct: we are at the front now.
From our part ATA will go on responding to the raising demand from companies that want to transform themselves, or more, that want to lead the transformation. In work we seek our excellence.
